What patch cable are you using?
If the SFP are looped to each other, does the link go UP?
NOTE: Put one SFP port 9 and another into port 10, does the link go UP?

Hello,
in the older IOS versions, the hidden global command:
service unsupported-transceiver
used to be around, and that would sometimes help, you might want to try and check if that command is available on your switch(es)...

Hi
This command not available on current firmware version
This is a Cisco SFP and must work with this switches

Hello,
it is/was a hidden command, which means it is not visible; you type it in end hit <ENTER>...
But chances are that it is deprecated in your IOS version...

Thanks Georg
Yes, i have already tried type this command, but it's deprecated in current IOS version

Move those optics to a different switch and try the same exercise.
One of those optics is dead.

i have a 4pc new SFP modules, and I've tried all of them, with different cables. All SPFs are show in sh inv with their name, serial number and other informations

Find a different model of switch and try the same exercise. I am trying to find a way to identify where the problem is:
Get an OTDR to test the optics and patch cable(s).

Hello
Have you tried flipping the fibre terminations?
