Hi
I have configure a Router 2921 to act as NTP server for my network devices. It sinchronize with a Windows sever 2016 NTP
but is not workng

the problem I see is that windows server says he is Stratum 1

Not going to work + never going to work.
Cisco appliances follow the "standard" NTP while MS have their own set of "standards" that is incompatible with the recognized NTP standard.
MS can synchronize to a Cisco appliance but never the other way around.

What config have you used - show run | i ntp
In the past I've moved the clock (set clock) closer to the real time it can take sometime to sync. debug ntp packets/events is your friend.
Can also use burst min & max poll to try to sync faster (sends burst packets when reachable.)
