is there any way to see the number of restarts of a cisco switch(any model)??

If you are referring to number of the whole switch chassis reload.
I dont think switch have the function/statistics to calculate for how may times does the switch reload. (but you do can see some clue for the last reload occurrence from the log) since the reload may be caused by various reason: hardware issue, software bug/crash, manualy reload , upgrade etc.
The better way for this is an external (snmp/syslog) server with proper log collected..

I can tell you for an interface though if you like as how many times an interface was reset. But if you are talkig about the whole chasis then I 'd go with Dazhi's answer.
sw30# sh int gi1/0/1 | i reset
0 output errors, 0 collisions, 8 interface resets
