I have 7 Identical C3560G Switches all with ip routing on but 5 of them when i enter "router ospf 1" it returns me to the conf terminal page when i should change to conf-router. What could be my issue ?

You will require at least ipservices base software to run routing protocol. and have ip routing enabled

You'd think i've done this a million times and i didn't check the version
I'm updating now, I'll let you know if that was the issue.

To be clear, what Paul noted is a feature set, not a version. Reason I mention, upgrading, version alone, if, for example, currently using IPBase, won't provide OSPF. Conversely, if you don't have the needed feature set, you could install the same version, with the "better" feature set.
Also, don't forget, if the 3560G only has IP Base on it, legally you would need a license for a "better" feature set (plus you might also need a license [or maintenance contract] to upgrade the IOS version too). (NB: As the 3560G, I believe, is long since EoL, you'll likely be unable to acquire either a feature and/or version license upgrade. Also, BTW, early on, I recall [?] the original series 3560s/3750s had "lifetime" IOS version maintenance licenses, but I also recall [?] Cisco later changed that.)
