outgoing calls have a delay to establish

After upgrading our Nexus 7k from version 8.2.6 to 8.4.5, the outgoing calls delay to establish. I'm not sure if this is a IOS issue, please can someone assist.

 - What do you mean by 'outgoing calls' , can you describe the infrastructure related for that , include models , a topology, software versions etc...;  (?)
