At what time the routing is done in circuit switched network and packet switched network?

There is no time restrictions. It can be any time, day, night.

AFAIK, roughly packet switching takes place on layer 2 whereas circuit switching is on Layer2

Perhaps we need some clarification from the original poster about what he is asking. In my experience a circuit switched network would be where some source initiated a connection to a destination, a circuit was established for this, and data is sent over the circuit (like a telephone type service or some virtual circuit service). A packet switched network was a network that switched packet by packet (like IP or in the good old cays like IPX). But we do not know the context of the original question and whether this is the kind of thing he is looking for.
