Packet Tracer - How to tell if everything is fully loaded?

When I do the exercise b on p3 in the PDF link below, at first, it fails.

I try again three times and it continually fails. I wait about five minutes and then try again and it works. There seems to be some sort of loading process occurring. How do I ascertain when everything is completely loaded?

 

I thought it was the connection symbols at first, but that doesn't seem to be the case since even after the ping succeeded, some green triangles were fully filled in and others were not.

are we talking about "b Observe traffic moving through the network." if so, then wait a bit (1or 2 minutes) after opening PT file and do not switch to Sim mode right away.  Router, PC and laptop must get IPs in PT Real-time mode (default mode) before you can switch to Sim mode.  There is Fast Forward Time button ( >> ) if you do not want to wait in Real Time mode which is handy for larger typologies with switches.
