Greetings ,
I am looking for a cost effective solution to work as centralized patch management/IOS firmware solution to maintain Cisco release fixes and upgrades of firmware.
Kindly advise and suggest.
Is there any solution other than DNAC and prime that can used which very low in cost.
What about 3rd party solution like
manageengine.com or solarwinds

How many routers and switches do you manage in your network?

Centralized patch management for such a tiny network is not financially viable.
Personally, I could upgrade all of those in 1 hour. Simultaneously.

These switches are core switches in different sites that are connected together.
Customer wants to central management through one of the 9600 switch to all switches

If the customer wants to spend money to automate pushing firmware to the switches then, yes, DNAC fits the solution.

Is there no other lower cost solution that can be virtaul and installed in one of 9600 sw?
What about prime or third party soln like manageengine / solarwaind

Depends on the version of PI.
PI 3.8 with Device Pack 1 should be able to do it.
NOTE:
Your client is not making any sense. Manually pushing firmware to "4 9500 and 12 9600 switch" is very, very easy -- And no need for automation.

Hello
You could try some kind of automation software to do this it if you have some programing experience or willing to learn it.
Agent based
Chef
Puppet
Saltstack
Agentless
Anisble
Puppet bolt
Saltstack ssh

Can you share some more details? If its cost effective, we can arrange someone who can configure this on 9606 container.
