Is it correct that Nexus 7000's forward all traffic in hardware, including PBR?
Even though it can do PBR in hardware, is there any performance degradation when it's implemented?

For both M series and F series cards, it is done all in hardware
see page 29 and 31 in this link
Usually, if is done in hardware, you should not see any performance degradation, but it also could depend on the number of PBR policy you deploy.
