POE+ power negotiation not working

We have recently implemented fortinet wifi solution for our orgination using FAP-U323EV and FAP-U422EV. where FAP-U422EV required 802.3at power. kindly find the below power details. But interface is only providing 15.4w while it required 22.5w

the classification is proper 4, but still not providing proper power.

According to their data sheet (page 5), the maximum power consumption for the AP is 12.5w. So, 15.4 should be enough

Reza FAP-U422 is an external access point and it requires 22.5w and even FAP-U323 12.5 will make the performance downgraded but will work. But the point here is why 802.3at power is not supplied or negotiated by cisco switch.
