Port Security ShutDown x Restrict

Hello Guys,

I've a doubt regarding the Port Security Implementation.

I've read that on the Shutdown violation mode, the port will be disabled when somebody tries to connect a unknown device on the network. And the restrict mode drops the packets.

My doubts is, with the Restrict mode, is the unknown device able to "see" the network traffic?
