I am looking at purchasing a Cisco 2951 router with the 24 port Enhanced Etherswitch with PoE. Will a single PWR-2921-51-AC support it, will I need to use 2, or do I need to get the PWR-2921-51-PoE.

All depends on the criticality of this router in your network, if it is serving critical data or voice traffic and is mission critical for infrastructure then i would suggest to have RPS with this device. So that in case of one PS goes down other is always available either in redundant or sharing mode.
