It is possible that the IOS is corrupted. But I believe that it is much more likely that the IOS is ok and that there is a mismatch between the setting of the baud rate on the console and the setting of the terminal emulation software on your PC.
If you will try changing the setting of your terminal emulation software to various speeds you may find the speed that works and be able to access the console. With some software (especially Hyperterm) you may need to stop and restart the software each time that you change the settings. I would suggest that you start at 1200, 2400, 4800, 9600 up to the max setting of 115K. Hopefully one of these will work.
