Hi! Why when I run
no shutdown in a port, it says up, then it says down?

Why do you need to "no shutdown" a port?
Could be alot of reason why the port goes down. The most common is faulty cabling.

What are you connecting the switch to or what is connecting to the switch on that port ?

May be you need to check what's connected to the switch on that port. May be the port get's on err-disabled state. Post us the below output
sh run int
sh int

Your port is up, but line protocol goes down usually for clocking signal reasons, or port misconfigurations or other security features enabled on that port.
If you run "sh ip int brief" you will see that port status is up but protocol is down.
