I have a student who have done something to 2 of our 3650 switches.
The ios was gone and we did a sw reinstallation from TFTP.
That failed with this message: "Emergency Install failed - unable to set BOOT var
Restarting system."
Tried USB to flash install. Same result.
Tried via XModem. Same thing.
HW problem? Not likely because it is 2 identical units at the sam etime.
Did though observe this strange output from the set command in ROMMON mode (se attached txt file). It looks like garbage.
So my 1000$ question is:
Where is the SET parameter physical stored? How do I completely reformat this storage area?
Anyone with other ideas how I get this switch back in business?

As you may see the command is in clear text and that in between is garbage, so the baudrate is 9600 and is working perfectly until show the boot variables.
