I understand CEF is required when using the "match protocol" under a class map. This basically turns on NBAR.
Is CEF required for rate limiting when using the DSCP keyword after conform-action or exceed action? also is CEF required for the "shaping" keyword under a policy map?

If you use CBWFQ, then the answer is yes.
