Hi,
You can but with certain restrictions:
The Catalyst 4500 series switches support dual supervisors in a redundant chassis, which can be configured for SSO or RPR mode. However, when a chassis is running in VSS mode, it supports a second supervisor engine, but only in rommon mode. In-Chassis-Standby (ICS) can not participate in control, management, or forwarding plane functioning. This makes ports on the supervisor engine in rommon mode available for forwarding although it neither participates in any switchover nor provides protection against any failure. In VSS mode, an In-Chassis-Active (ICA) supervisor engine participates in VSS control/ management operation and manages ports on the supervisor engine in rommon mode.

It is possible, but with all these restrictions having quad sup is useless. I recommend using one sup in each chassis and just keep the other 2 as spares.

thanks is good idea in spares out of the chassis !!!!

Not completely useless. The second pair of supervisors are basically cold spares.

I leave both operating in ROMmon ???

I've never done it, but this is an article saying how to set it up.
It says you meet the IOS-XE version requirements:
In order to set up quad supervisor VSS on the Catalyst 4500 with Supervisor 8, your supervisors need to run Cisco IOS XE version 3.6.0 or later
You need to use the 10Gbe SFP+ ports on the supervisors to form two Etherchannels - so hopefully those ports are free.
And after that you only need IP Base or better.
