I understand that the âpriority-queue outâ interface command creates a expedite queue for that interface, and this queue is emptied first before the other queues.
Does it do this even when the interface isn't congested?

Hello Markc,
yes priority queue works also if the port is not congested in order to keep as low as possible jitter of served traffic

To quote Cisco, "The expedite queue is a priority queue, and it is serviced until empty before the other queues are serviced." But you ask, if the interface isn't congested, what then?
Well it depends. If the interface isn't congested, why would anything be queued?
However, since a 3750 supports shaped mode SRR, it's possible for packets to be queued when the interface isn't congested. In this situation, the expedite queue should be dequeued first.
