Please see below 2 outputs.
In the two Nexus 9300's-- note that the secondary device is the Active device for Vlan 81. I expect this is not intended, but maybe it is because the priority is not 110 but 90.
Vlan 81 is a management vlan.
QUESTIONS:
1. All things being equal, would you expect this is currently active status is not intended, or do you expect this is probably set because of some load balancing strategy?
2. What is the correct way (and command(s)) to set vlan 81 to be routing through the (primary) "Nexus9300-1"?

Yes. If you dont config any priority both will use the default which is 100 and they will use the highest IP address for tye break and elect the Active

Yes, the higher priority becomes the Active. Nexus-2 is the activie due the higher priority

To make the first device you can raise the priority of the primary device under the HSRP configuration. Or you can lower the priority on the secondary HSRP device. You will also have to make sure premption is enabled on both HSRP instances.

Friend' this NSK not any router or SW'
Both SW is active and forward data no matter which one is active or standby.
The only difference is active in NSK only reply to arp for VIP of HSRP that all.
So change or not change priority not effect so much.
I DONT KNOW WHY OTHER MENTION IT EFFECT.
