Please see the picture in attachment. The correct answers are C and D. My question is why C is right ? Thank you

I believe it allow the reverse telnet traffic (10.10.10.1 to 10.1.1.9)only once the forward connection(10.1.1.9 to 10.10.10.1) is established.
