I would suggest is depends more on what you want to accomplish, and the nature of the traffic.
Much traffic requires two way communication to work, blocking such traffic in either direction will effectively block such two way communication.
When blocking traffic, ideally, you want to block ASAP, this to avoid such traffic needlessly flowing across your network infrastructure.
