REP error REP_MSG_LINKOP_FALSE rcvd

I'm having an issue with REP (resilient ethernet protocol).  I have it working in several places on the same model switch, IE4000 on 15.2.7E code.  The ring won't form and from running debugs, prsm and error it shows no neighbor. Even when REP fails I can see the adjacent switch via CDP.  Following is from the log:
