I would want to know is there any specific command to fully know about an RJ 45 copper port to be given as an uplink / trunk port ? Will there be any issue or not with that particular interface port? Can we diagnose whether that specific interface is utilizing its full potential for uplink or downlink transfer before giving the connection?

Depend of your platform, you could check cable and physical health:
test cable-diagnostics tdr interface <interface>
Then:
show cable-diagnostics tdr interface <interface>
--you can confirm if the cable is good, correctly pinned, and within expected length.
Also, check interface status and speed/duplex negotiation...with show interfaces <interface> command.
->Check duplex mode, line protocol and absence of input/output errors, CRCs, collisions, late collisions, or runts/giants...

To confirm, you're asking is there a way to confirm whether a copper port will work correctly, before anything is physically connected to it, even a copper cable? If so, beyond a POST (power on self test) possibility detecting a hardware issue, I don't believe so.
If you have a situation where such a port doesn't seems to be working to its full potential, there are many, many possible reasons including some due to insufficient understanding how the network actually functions and what's needed for optimal performance.

Nope.
At the end of the day, the downstream clients dictate if they want 10-, 100-, 1000 Mbps or not.
And even though the client states that it is "1 Gbps ready", it does not guarantee 100% that it will support 1 Gbps nor will it guarantee that the applications will need 10 Mbps.
