Need help I am new to all this and wish to thank everyone for helping me a long this last year it been awesome ..what's the best way to block ips that trying to flood our servers using udp flooding we are looking at security with ACL buts what's the best way to block IP one at a time or remove it.. with the command line config of the switch we have good security on the servers but we like to block incoming bad IP at the switch to ..kind like I call a black list of ips

A Catalyst 2950-series is, unforatunately, a Layer 2-only switch. It cannot "see" layer 3 protocols such as IP Addresses.
You will need a Layer 3 appliance to do what you require.
