Is it possible to have a router send an email when someone either logs into a device or change the configuration? I think I am having 3rd party vendor issues.

You need to look into EEM. It can certainly email on a login or a config change.Conversely you can syslog to an external server and alert or report from there.Sent from Cisco Technical Support iPad App
