I have a SFP-10G-ER-S transceiver and I would like to know if it is compatible with the Cisco 4503-E? And if it is necessary to update the IOS to the 4503-E to be compatible with the SFP-10G-ER-S transceiver?

From the picture that means "DOM HW capable" y "DOM SW" ?

yes, it means the hardware is DOM capable Digital Optical Monitoring - DOM - Cisco Community
but with  listed IOS version and higher
