sfp+ problems, not working

installing tranceivers on isr4331 router, precisely tranceivers model: GLC-LH-SMD I have noticed that the only tranceivers that work are those made in China, i hame same transceiver GLC-LH-SMD made in malaysia but they don't work. 

why do only transceivers made in China work even though the transceivers are of the same model? 

os version on router isr4331 is ios 17.06.05

ok but I don't think the final solution is use only adapters made in China. I have 12 transceiver made in malaysia and I don't have enough sets of keys to use them as key rings.

yes, all transceiver are cisco, all same model "GLC-LH-SMD", transceiver made in china works, transceiver made in malaysia don't works

I would think Cisco would be willing to replace the defective transceivers.
