SFP to SFP+ Uplink

We have two switches which need an uplink.  WS-C2960S-24TS-L V02 which supports SFP and Nexus 3548P-10G which supports SFP+

We've attempted to uplink/interconnect using 10GBASE-CU SFP+ to SFP+ passive twinax cable neither switches indicator light is showing connectivity.

Is this a cable issue, a config issue or a incompatibility between switches or protocol or negotiation abilities from SFP to SFP+?

The uplink ports on the 2960s is Gig only. If the 3548 uplinks ports are 10Gig than this will not work as you have mismatch speed between the 2 switches. If the 3548 support both SFP and SFP+ than you could try both side with SFP (1Gig) and test.
