Yes they certainly can but to avoid any loops I would single connect the HP to one Cisco switch and not dual link it to any other switches , they prob wont understand BPDU traffic so best to avoid that if you can , if its just for basic pc traffic should be fine , managed and unmanaged work fine together , back in the day there used to be hubs connected unmanaged in lot of companies there not as popular anymore for obvious reasons but they still work fine when connected correctly
