shape average per ip

hello,

i have cisco 887vaw with pppoe dialer 

im trying to create traffic shaper per source and destination and its work only if the class-map is Associates with access-list any to any. when im add any specific source/dest it does not work.

my configuration is : 

class-map match-all MICHA_PC
 match access-group 130
!
policy-map Traffic_Per_User
 class MICHA_PC
  shape average 128000 512 0

interface Ethernet0
 description -WAN$
 no ip address
 pppoe enable group global
 pppoe-client dial-pool-number 2
 pppoe-client dial-pool-number 1
 service-policy output Traffic_Per_User

with this access-list it's work:

access-list 130 permit ip any any

with this access-list it does not work:

permit ip 192.168.1.0 0.0.0.255 host 82.80.18.98 or permit ip 192.168.1.0 0.0.0.255 any

People who answer the questions here aren't paid to. Plus someone who knows about your area might not be in the same time zone as you.
