Smart License Status showing Pending After reboot - C9200L

Hi,

We have procured C9200L switches with Network Essentials and DNA Essentials license. After connecting with CSSM, we activated the license following the procedures. Status changed from EVAL to AUTHORIZED. But as we reboot the device, the status of licenses is showing as PENDING. We need to reconnect it with internet/CSSM to get it reauthorized. 
Lets suppose, we dont have internet connectivity where the switch will be installed, and in the future if the device reboots due to any of the reason, so how can the license status be changed to authorized from Pending without getting it connected to tools.cisco.com over the internet? 

Please provide alternatives.
