i have a 1760 router with ios c1700-ipvoice-mz.123-14.T7.bin image that will not reconize my dual t1 card ( unknown ) and keeps reloading Any ideals

c1700-ipvoicek9-mz.124-5a.bin
also I have this card installed:
VWIC-2MFT-T1

Is the software the issue for me or something eles I should be looking at for the answer to my problem.
