No, they don't need to match. If fact, sometimes you configure them as an "inverse" because queues with higher bandwidth percentages often are less likely to queue.
However, one size often doesn't fit all. I.e. just as you set bandwidth ratios to meet your QoS service needs, you may need to configure buffers allocations to also meet your QoS service needs.
