Hello, when you see this configured on an interface it means queue 1 gets 30% of the bandwidth etc.
Is this direction based i.e. input/output or does it simply mean that queue 1 in both directions gets 30% max bandwidth ?

Q1 gets both a 1% guarantee of port bandwidth (BTW, I thought share percentages had to add up to 100) and is shaped (limited) to 1/3 of port bandwidth.
Yes, it's direction based, for a port, it's for egress.
