The OP does not provide any detail to help us understand what the issue might be. So here are some questions which may help us understand better what is the problem:

- can the PC ping the switch address?

- when the PC attempts SSH access is there any prompt from switch?

- does the switch restrict SSH access? Typically that would be with access-class applied on vty.

Hello
Most probably due to mgt plane policing or acl filtering on the vty lines.

core switch
sh management-interface
sh run | sec line

sh access-lists
