Can anyone tell me why a laptop with MAC 000c.f13f.230e wouldn't pick up the DHCP info from this pool?

ip dhcp pool bad
   host 172.16.24.123 255.255.255.0
   hardware-address 000c.f13f.230e
   default-router 1.1.1.1

You may have to use client-identifier instead of hardware-address. If you're using a Windows box, it doesn't understand hardware-address. That's generally used to provide Linux boxes. Now, if you're using a Linux box, I have no idea why you didn't get that address because that should've worked.

Thanks. I just updated my config to use client-identifier. I'll let you know tomorrow if it worked.
