static route set but cannot ping/access

Here's the status, i set them up, don't know why x.x.190.x & x.x.191.x cannot access each others, any idea?
Access Rule on x.x.191.1:
allow x.x.190.0 to x.x.191.94
Access Rule on x.x.190.1:
allow x.x.191.0 to x.x.190.222
on x.x.191.x trace route x.x.190.x
only have x.x.191.1
then nothing
on x.x.190.x trace route x.x.191.x
only have x.x.190.1
then nothing

Static routes are ok.
What is the default gateway of all PCs? is there a firewall on all PCs?

First of all, the RV must be configured in router mode (NAT disable).
Networking -> Routing -> Operating Mode: Router
but I think that it's already ok.
Check if routing table is ok: Networking -> Routing Table
Try to complete disable the firewall
Firewall -> Basic Settings
disable all
Try to configure an access rule to allow all.
Check without filters. If all is ok, tune the rules.

Sorry, just notice both of the RV130 are using Gateway mode, i try to change them to router mode, then the internal network all down, possible keep it?
