Switch 3650 stack not booting

Hello,

I have a remote site switch upgrade on 3650's 16.1.1 to 16.3.3. Most of stacks on site upgraded fine but one stack i have an issue with.

I do not seem to get Rommon prompt or anything past the following:

I do not have anyone on site to hold down the mode button yet. This also does this on every switch in the stack.

Is this switch connected to a stack or not?  If it is, power down the switch, disconnect from the stack and then power it up.

Yes, it is stacked. I had the other switches powered down via a switched PDU and same results. What I was able to figure out was after I had someone hold down the mode button for me, I was able to look at the files in flash and there were a couple .conf files. The expected flash:packages.conf which it was booting and failed/corrupted and a flash:cat3k_caa-universalk9.16.03.03.SPA.conf file which I booted and came up properly. 

Apparently the install process felt the need to install it's own .conf file and not change the boot. Question is can I delete the packages.conf file and rename the new one to packages and still work?
