Switch port flaps up and down endlessly when PC connected go to sleep

Dear Community,

Hope everything is great,

I am a network administrator and recently i faced a very strange behavior. In one of our customer's switches (C9300-48P-A), when the PC connected to a port goes to sleep mode, we can see in the logging that the port is flapping up and down every 1-3 minutes.

we did multiple troubleshooting steps like adjusting speed and duplex, changing the cables and changed the ISE configuration on the port with no luck.

we concluded that there is a strange behavior which happens when the PC go to sleep, eliminating any network issue. the port doesn't just goes down when the PC falls asleep, but keeps flapping up and down every few seconds, i will share the logging below.

my question here is what might be the cause of this issue, what really happens when the PC go to sleep and what should we investigate further to solve this issue.

21 input errors is insignificant compared to "37601920 packets input".  

is this only occurring on Cat 9300? how is your switch port config (not show interface X/x) - post-show run interface x/x

I know exactly what this is.  

There is a bug in IOS-XE, from 16.9.X up to 16.12.5 (was not fixed until 16.12.6), that we calll "ghosting". 

The flapping of an interface, alone, is more than enough to trigger this.  It first starts by silently crashing some process in the background, like SNMP and PoE, and will finally stop passing traffic to a cluster of ports. 

We call it "ghosting" because if the wired client is moved to a different "cluster" of port (or even different member of the stack), the link will go up/up.   While the wired client has been moved to a different port or switch member, the link will continuously flap like nothing has happened.  This is already a sign of ghosting.  

If a switch/stack has an uptime of >6 months on Cat 9 (>1 month for 3650/3850) this can happen very easily on affected IOS-XE version.  I have never seen this sort of behaviour in classic IOS. 

The only fix is to stay away from 16.9.X or 16.12.X.  Workaround is to reboot the entire stack.  Cold reboot preferred. 

What is more important is the use of 16.9.X.  Check the control-plane of the stack to make sure it is not affected by FN - 72323 - Cisco IOS XE Software: QuoVadis Root CA 2 Decommission Might Affect Smart Licensing, Smart Call Home, and Other Functionality.

Use the command "sh platform software status con brief" and make sure the memory is <49%.  If the memory utilization is >50%, either upgrade the software of apply the workaround.  Do not wait for the switch/stack to hit >80% or things will go nasty very quickly!

@Leo Laohoo  mention that high number of input packet compare to CRC error counter is nothing, 
and he is totally right 
so I Have idea here 
normally the PC when go to sleep SW will give log error (interface go from UP to Down) but the repeat is make me think that there is wake on Lan Server or widow is config as wake on Lan, both case make PC wake then go to sleep and this make SW repeat show log message.
