Switch VLAN Issue

Sometimes some XP clients on VLAN1 cannot ping clients on VLAN2 and vice versa. When it occurs it can last up to about 10 minutes before it rectifies itself. VLAN's can ping all the clients in their own VLAN at that time also, but not the other VLAN. Can anyone please help me troubleshoot this issue?
config is as shown below and diagram is as attached.
ip routing
vlan 1
name "DEFAULT_VLAN"
untagged A13-A24
ip address 10.0.0.1 255.255.255.0
no untagged A1-A12
exit
vlan 2
name "VLAN2"
untagged A1-A12
ip address 10.0.1.1 255.255.255.0

Hello sushil,
what model is your multilayer switch ?
verify if you have EMI or SMI IOS image
I would suggest to verify network mask settings on clients and ip proxy-arp settings on switch with sh ip int vlan1, sh ip int vlan2
