No they have not been introduced yet to 5ks that I can see and checked a couple of mine here on newer images as well syntax is not there , you need the time range available on 7ks currently I can see that , you then bind the time range to the ip access-list
7KA(config)# time-range TEST
7KA(config-time-range)# ?
<1-4294967295> Sequence number
absolute Absolute time and date
no Negate a command or set its defaults
periodic Periodic time and date
remark Access list entry comment
end Go to exec mode
exit Exit from command interpreter
pop Pop mode from stack or restore from name
push Push current mode to stack or save it under name
where Shows the cli context you are in
