For Android, I'd recommend Fing. I also know the Symantec Endpoint Protection's server component has an Unmanaged Detector that can be used for this.

ARPWatch is an interesting tool observing ARP traffic in the LAN and capable to send an email to the admin when a MAC assigned to an IP address is changed or a new one appears.
