Updating IOS on C3750s is failing

I'm working on updating IOS on a few switches, and am running into the following issue:

 

Switch#archive download-sw /overwrite /imageonly /no-version-check /destination-system 1 tftp://10.1.1.1/c3750-ipbaselmk9-tar.122-55.SE10.tar
 Could not buffer tarfile...using multiple downloads
examining image...
%Error opening tftp://10.1.1.1/c3750-ipbaselmk9-tar.122-55.SE10.tar (Timed out)
%Error opening flash:update/info (No such file or directory)
ERROR: Image is not a valid IOS image archive.
Switch#

 

 

Some of the switches are working and the others are displaying the previous error. I tried just copying the .bin files from my my PC (I'm running Solarwinds TFTP server) and I get the following error:

 

Switch#copy tftp flash1:

Source filename []? c3750-ipbasek9-mz.122-55.SE10.bin

Again, some of the switches work, and others do not. They are primarily stacked switches with one or two individual switches.

We have found that rebooting the switches helps to resolve the problem, but that isn't exactly the ideal way of resolving the issue.

Something is blocking access to the TFTP server.  A firewall is a good candidate or the TFTP application could be broken.
