Could anyone tell me how to upgrade an environment that runs routing protocol IGRP to EIGRP without using redistribution concept?

Hi,
as AD of EIGRP is 90 and IGRP is 100 , you can just enable EIGRP on all routers for the interfaces where IGRP is enabled now and the routers will learn the routes through EIGRP and then when the network is converged you can get rid of IGRP.

Yes, you can. You will see in EIGRP the routes from IGRP with another AD and metric.
