Hello everyone! I'd like to know can I upgrade WS-C3650-24TD-S switch (IP Base licence) to IP Services licence for this one?

Yes, you would need to purchase the license from your Cisco rep or a partner and than install it. The commands to install it is:

icense right-to-use activate ipservices all

license right-to-use activate ipservices all acceptEULA

Glad to help!

If you just need to add static IPs, you don't need IP Services license. The IP Based is just fine.  IP services license is for advanced features like VRF, multicast, BGP, etc..
