Urgent Cisco 2921 E1 config

Hi all

I've configured new cisco 2912 router to connect through E1 cables, but still, the serial ports are down. the ports AL LED is Amber all time, even if I unplug the cables. The balloon is connected to DDF 1 F/3 POS 15 on E1 patch panel.

Do I use wrong license or  Do I need to activate the E1 ports first?

LED Description Color

LP LED

On means that a loopback or line state is detected or is manually set by the user. This LED is off during normal operation.

Amber

AL LED

On means that there is a local or remote alarm state. This LED is off during normal operation.

Amber

CD LED

On means that a carrier has been detected and the internal DSU/CSU in the WAN interface card is communicating with another DSU/CSU. This LED is on during normal operation.

Hi

 You should have uck9 license. And make sure the Telco company has properly setup their side. Clock rate usually is very critical for E1.

I've changed the license to uck9, but still the E1 ports AL LED AMBER even if there is no cable connected, is that normal or somthing wrong?
