Is there any way to traffic shape on local vlans...i familiar with traffic shaping on WAN however I never seen this procedure done on local vlan. Please keep in mind that I have a gig port with multiple vlans allow across however I would like lock down the pipe size per vlan ie 100mb of this gig pipe to various vlans.

On a switch, shaping is generally done at the switchport, not at the SVI.
If you post the hardware in question, I may refer you to the correct documentation where options can be given for your task.
