Is it enough to define a VLAN on a VTP server if the connected switches are also in VTP serve mode?

Yes.It is valid.You can create VLANs in any one of the servers.It is a best practice to keep more than one switch configured as VTP server.

Yes that is enough and just make sure if your VTP servers have same domain name and password if configured.
