Hello,
I have VSS configured between two 4500 X, connected using OM4 and SFP 10G-SR, i have the following message
%SFF8472-5-THRESHOLD_VIOLATION: Te1/1/1: Rx power low warning; Operating value: -11.2 dBm, Threshold value: -9.9 dBm.

Hi,
That is a cosmetic bug that causes the message to appears on different Cisco platforms. It is harmless and I am not sure Cisco has a solution for it yet. Most of the time, they ask you to upgrade but I have seen it on different platforms with various IOS versions.

I had this problem on a switch in my network. The problem was ultimately two fiber patch cables (not my handiwork) connected together to form a cable with SC connectors at each end. Once I replaced that bad patch cable, the error cleared right up. Another alternative to look at is gently cleaning the cable ends; I'm presuming fiber.
