Wireless LAN Controller 2100 series

I have a Wireless LAN Controller 2100 series running software version 6.0.182.0 (capture) on VLAN 25(192.168.25.1)

but it's not allowing web login from VLAN 1(192.168.1.21). 

I can ping the IP from VLAN 1 and I can reach it on the web (image 1). but when I click proceed, an error comes up (image2)

The same configuration and same VLAN on another  Wireless LAN Controller 2100 series device running software version 7.0 allow the connection when I click proceed. 

Any advice, please?

Hello.

Did you try https for login to this wlc or another browser (opera, ie, mozilla etc)?

yes, I did. on internet explorer, chrome, chromium and edge.

same error page on all browser

Can you connect to this wlc via cli (telnet or ssh via putty)? Maybe allowed only this way.

I can from the same VLAN, but doesn't allow from another VLAN. there was a suggestion that it has to do with ACL configuration.

Is HTTP/HTTPS disabled?

HTTP is disabled while https is enabled. but I can reach from the same VLAN just not from another VLAN.
